Create and pass a bill requiring Congress NOT be paid during government shutdowns and potential government shutdowns.

Congress must not be paid to do ineffective, politically-driven work. In the event of a government shutdown, or a potential government shutdown, Congress is not to be paid to ensure it works its hardest to resolve issues in the best interest of we American citizens--not paid to pursue political agendas that benefit them individually and/or the few over the many.
