Create and pass a law that would not allow Congress to use riders when passing a bill.

Congress regularly attaches unrelated riders (aka piggybacking) to must-pass bills in order to pass legislation that could not pass on their own merit. This allows these questionable riders to pass without debate or discussion. These hidden bills frequently only benefit special interest groups / corporations / or very small sub-sections of our population.

I propose three solutions. 1: Pass a law that requires that eliminates riders completely. 2: Pass a law that requires all riders on a bill to be related and require that all riders must be discussed publicly in Congress and released to general public with full disclosure at least 60 days before voting (giving the public time to contact to contact their Representatives / Senators. 3: Allow line item vetoing for the President.
