Every year the United States Government is to pass a sound and sustainable budget that does NOT cause the country to incur more debt. The goverment is to create a priority list where funds will be allocated based on importance to citizens. No taxes can be increased unless it is impossible to pass a budget without cuts to top priority programs. The current administration can not ask for or pass governmental pay raises while in a budget deficit.
