Text of the fully proposed amendment:
Congress shall not infringe upon or allow organizations to infringe upon the citizen's right to privacy of personal information. This includes but is not limited to personal mail, email, or social media. The exact nature and type of information held to the standard of private shall be made before ratification and reviewed by Congress every 10 years. Information of the sort heretofore mentioned may not be garnered unless in the case of national security, whereupon the organization or Congress itself shall give fair and just warning of the acquisition of such information according to the guidelines of the Fifth Amendment self-incrimination clause. Nor shall any law be enacted which directly conflicts with this right to privacy of information.
