An animal abuse registry would require animal abusers enroll in an animal abuse index that would be publicly available. Many studies have shown that acts of cruelty to animals are symptomatic of a deep mental disturbance. Research in both psychology and criminology shows that people who abuse animals don't stop there, many progress to their fellow humans.
Studies have shown that violent and aggressive criminals are more likely to have abused animals as children. History is filled with serial killers who first abused animals: the "Boston Strangler", Jeffrey Dahmer, the BTK killer, and sniper Lee Boyd Malvo.
Society must recognize that animal abuse is unacceptable and endangers everyone!
