Like a car, guns should have an annual license fee per weapon. I would suggest, $150 per gun and $400 per semi-automatic gun per year. A fine of $5000 would be accessed for each unlicensed gun held by an individual. In addition, a concealed weapons permit would cost an additional $300 per year. All fees collected would then be designated to be applied to additional mental health care services.
This would not impact the people's second amendment rights. Law enforcement would also be exempt from these fees.
