The government is the only place where coming in under budget is punished. In the private sector, one is praised for coming in under budget. Currently returning funds to a sponsor negatively affects the budget for the subsequent fiscal year. With an anonymous means for agencies that have furloughed employees to return funds directly to the treasury, we could make a difference in the deficit without negatively impacting budgets or agencies having to find other ways to spend money saved by furloughs. This especially applies to agencies that receive reimbursable funds, not directly through congress.
