create an anonymous program for Law officials to report racist and/or retaliatory activity being done by their coworkers

I ask for any anonymous method of reporting threats and retaliatory acts (to include hostage taking) coming from law enforcement officials against their own coworkers be established. I believe this is critical in eliminating racists attacks, that seem to primarily be aimed at minorities even working in Law Enforcement, coming from within persons working in Law Enforcement who are currently choosing to embrace racism. I have seen more recent evidence of threats and retaliatory acts against primarily minority law enforcement officials being carried out by racists, some of whom work in law related positions. And what is worse, a few of these racists are using the media outlets, to include the newspapers, to keep a record of their racists activities even at the libraries.
