In light of the current secessionist movement, create an area (Texas?) where those who wish to secede from the union can happily live. Allow this area to create its own government. Create a border fence around the area.
Revoke their citizenship. Require passports for entry into the United States. Remove ALL federal assets. Remove all military assets and installations. Immediately end all benefits for social security, Medicare, and any other federal assistance. Create a treaty with this new state to be clear that we will assist if, and only if, their borders are threatened. Be clear that any assistance needed for natural disasters, economic downturns, acts of God, etc. be addressed to the United Nations.
