Create an Artificial Island designated as a National Park for the unadopted cat population.

This may seem like a silly idea, but over there are over 2 million pets euthanized annually in animal shelters. There has to be a better way.

There is an island in Japan called Tashirojima. It is home to about 100 people and a very significant cat population. No dogs are allowed, and the people take care of the cats. This project would be similar to Tashirojima.

If the space is isolated, like on an island,it prevents stray animal population from returning as a problem, while still saving animals. If it designated as a national park, it can, like Tashirojima, become a tourist attraction, and profitable.

It would also create jobs as many such projects did during the depression.
