Create balanced budget by not cutting education, agriculture, or health services by more than 3% compared to levels now

This is a petition for the administration and Congress to create a balanced budget over the next 10 years without cutting the areas of agriculture, education, and health services by more than 3% in the same time frame. Cutting educational services has been in every budget plan and it is no wonder why our international test scores are decreasing. Agricultural programs and market access will ensure that we maintain the highest food supply in the world and keep our export markets open. Health and human safety and services will ensure that everyone keeps the right to see a doctor when needed. This is America and there is no reason that we cannot "cut the fat" but keep these 3 vital, and in my opinion underfunded, areas functioning.
