Prison systems have not only become an industry, but have also created a subculture based solely on criminal intent. Non-law-abiding citizens are being demoralized, even dehumanized.
Most criminals become more antisocial only to be released back into civilization to spread the disease.
A thorough investigation and discovery is in order. Prison has become an industry, creating incentive to profit from criminality (which it does).
Sick people only get sicker when forced to live with other sick people, night and day. There has to be a way that works.
