This is a federal law that makes it illegal for a state or any local government to take away collective bargaining rights of public employees. Collective bargaining rights are essential to the workers ability to gain fair pay, health benefits and savings for retirement. Recently some states have attempted to take away these rights from workers in the public sectors in an attempt to fix the poor condition of the state's economy. These attempts are both morally and economically flawed. A large fine should be the punishment for states who do not abide to the law.
