During any period of time the US Government is shut down due to the inability to compromise on unrelated bills the Congress along with the Vice President and President will be penalized having their salary forfeited to a emergency funding account that will go toward service members death benefits along with Federal employees whose incomes are affected by job furloughs.
Depending on the funds available after the first groups are taken care of the remainder shall go towards families that lose other services like WIC and other programs set up to help those in need.
