Create a bill requiring all able bodied welfare recipients to record at a minimum, 5 hours of community service a month.

All recipients of welfare without valid proof of mental or physical disabilities should have to record at least 5 hours of service to their community. These welfare hours shall be recorded and will require a signature and provide a phone number from the person leading the service as proof of their time served. Without these minimum hours served any recipient shall lose the welfare assistance they are receiving.
