Create a bill to restructure the way congress can give itslef pay raises

Despite economic situations, congress always manages to take every oppurtunity to give themselves a raise. When a business is in debt, it cannot afford to and does not give employeess raises. Congress should abide by this simple business practice. A bill should be introduced to either make their salary based somehow on census data of average american incomes or allow the American people themselves to vote on congressional salaries.
