Create a bill that would allow congress and the president to pass future bills in a much more efficient manner.

I think that it would be advantageous for our country to pass a bill that not only puts restrictions on the length of a proposed bill, but would also require any new bill to be enforced on a probationary period and at the end of that period if it has been found to be more helpful to our economy's growth than harmful it is passed as a full fledged bill, however if the bill is found to be stagnant or less helpful to our economy's growth and stability than originally proposed it is simply removed as a bill without any further legislation to reverse the bill. By doing this I feel that we can stream line certain legislative processes that don't currently allow our government a speedy process to adapt and change with the global economy to retain our country's economic stability and growth.
