Create a bill that would prevent any one person on the federal level from holding any one position more than two terms. This goes for all positions: Congress, Senate, everything. They can still run for other positions afterward but not the same one more than twice.

Secondly, after their second term they do not continue to get paid unless they get another position. They do not get a retirement or medical benefits unless they do a full 20 years of service. This can be combined with military service. If they do 20 years they get the same retirement and benefits as someone that retires from the military after 20 years at the rank of 0-6 (Colonel). Anyone that does less than 20 gets the same thing that anyone would get having done the same number of years in the military.
