A value-added-tax (VAT) is needed to balance the budget because the income tax and other taxes don't come close to matching current expenditures.
The VAT would tax imports to the USA similar to a tariff, but would adjust the tax for domestic content and not be present on exports improving the balance of trade. In addition since most other countries have a VAT, the WTO wouldn't be raising charges of unfair trade policies.
The VAT eliminates double taxation that occurs with some sales taxes.
The VAT could be excluded for workers wages because a tax is already collected on those wages.
The VAT can be made more progressive by having a lower tax rate on food and medicine.
