Create with British government the 'Litvinenko act' to punish his murder where the radioactive polonium was first used

The murder of Russian dissident Alexander Litvinenko, who wrote a book implicating the KGB and Putin personally in the bombing of Russian houses designed to provoke the Chechen war, is one of the most inhuman crimes ever committed. Litvinenko was murdered in London using, for the first time in history, alpha radiation produced by polonium. The radiation detectors of the time could only detect gamma rays, making the use of alpha rays especially deadly and merciless for the people of Britain and Germany (which was also contaminated). Only a lucky guess by a British scientist exposed this villainous atrocity.
Litvinenko, on his death bed, named Putin as his murderer. Putin refuses to extradite the persons wanted for this act of nuclear terrorism. Let us prevent this from happening again.
