An R&D secretary to have direct control of clearing and streamlining the US patient office to prevent patient squatting and other abuses, propose budgets and proposals of government R&D assets (DARPA, ARS,,,) and joint public/private R&D based on defense and industrial needs. Further, to create 'technology hubs', partnerships between universities and industry, to further innovations in medicine, manufacturing, energy and general technology for job creation and American leadership in various fields. Lastly, to act as a point of contact to prevent private industry from duplicate R&D endeavors.
