Create a central Federal Government Agency to take control of all IT Technology Projects, Purchases and Implementations.

The federal government has an IT department for every single agency and every branch of government. This is highly ineffective. The Federal Government is one central body. It should be governed in this way. If you have a company (e.g. GE, Bank of America, etc) with hundreds of thousands of employee's, different departments don't have their own IT department for purchases, aquisitions, IT Projects and IT support. They have one.

The US Government waists Billions of dollars in uncontrolled IT Technology projects due to duplicate efforts at every single agency. This needs to be centralized into a DOIT (Department of Information Technology). This way all agencies have a central authority to work with.

DOIT (Technology) would work with GSA (Real Estate) to create a central system of efficiency
