Create an independent research group whose sole purpose is to create an hydrogen-manufacturing process so efficient and inexpressive that small business and individuals can easily participate in its production for cars, and electricity.
The US government should participate along with private donations in funding by contributing 30 million per year to research. This funding should be guaranteed for no less than 10 years.
Strong Laws should be written to prevent any individuals or groups from having influence over the research group. Additionally any individual that attempts to profit from their work at this research group shall have all their assets seized until they can prove there ideas and inventions have nothing to do with their work.
