Create a child care subsidy that will not bankrupt the American people.

Create a program similar to student loans which would allow parents to secure a subsidized loan to pay day care costs. These loans should cover 100% of child care for the periods in a child's life when parents need them to be looked after for 33-50% of the day. Many families have to choose between having a career and being able to take care of young children. In some cases this delays entry into the work force and many families struggle for years to recover. The loans should be similar to student loans in that they can be paid off at low interest rates over many years. This system would create a sustainable subsidy which would create a new revenue stream as well.
