Create a citizen exchange program so we can trade citizens who do not want to be citizens for those who do.

Many citizens such as myself have no interest in being a US citizen. Such citizens are more of a liability than an asset. Such citizens are not criminals and should be able to trade citizenship with a citizen from a more desirable country. No citizen of the USA should ever feel as if the USA is an open air prison.
