I propose that the FCC set up and allocate bandwidth for a Citizens Band Digital mesh network protocol. Said protocol will require devices using it to act as repeaters with preference given to powered non mobile devices in range over mobile devices. Signal strength should be modulated to reduce interference in urban areas.
This system should be designed to function and allow communications in instances where traditional telecommunications have either been knocked off line or are otherwise not present.
By making the devices the infrastructure it will create innovation and jobs while reducing the cost and barriers to high speed internet access.
