Create a Citizens militia that is State and Federally recognized and organized on the county levels.

The militia would be comprised of the common citizens of the county they represent and empower its members the ability to assist the local and state authorities during a crisis, disaster and or defense.
Militia membership as well as service will be voluntary. Additionally, membership will require a civil service examination , annual training in civilian emergency response training as well as first aid and basic law enforcement .
Its activation will be at the authority of the County Sheriff or the highest County/Local authority.
Training and equipment will be funded at the responsibility of the militia.
However, supplementary funds should be provided if portions of training are cost prohibitive for the citizens of the militia.
