Create a citizens oversight committee to monitor, assess and rescind the allocation of Homeland Security resources in order to 1) prevent waste of taxpayer money through the duplication of services covered by local police forces, 2) avoid jurisdictional conflicts, in which federal government and municipal governments vie for authority in criminal investigations and 3) eliminate the perception that “Big Brother” is watching over American citizens as they go about their normal routines, which is contrary to the spirit of a free, democratic society. Homeland Security’s presence at peaceful demonstrations and other acts of civil engagement promotes a “police state” environment in which any crime is treated as an act of terrorism and any potential criminal assumed to be a terrorist.
