Create a civilian board of review to handle claims of police brutality

Every day more and more reports come out of violent abuse against citizens by the people who are supposed to serve and protect us. While the vast majority of police officers are good people who handle their responsibilities with dignity and respect their good name is ruined by the few who abuse their power.

In nearly all cases the abusive officer ends up getting a mere slap on the wrist when jail time or a major fine would happen to anyone else. There is understandable reluctance to condemn a fellow officer.

If a civilian handled board were created they could investigate these accusations and dole out the appropriate punishment to receive justice and prevent more abuse from happening.
