create a Civilian Conservation/Infrastructure Repair Corps, hire unemployed workers to rebuild parks, roads, bridges,etc

Our parks, roads, bridges and water systems are wearing out and need to be rebuilt. Private corporations can't hire workers and contractors don't have work to help our unemployed. In the Great Depression, a key to re establishing job security was the CCC, a non-military workforce of unemployed people who built parks, roads and other infrastructure, and were paid with govt funds to jump start the economy by providing job-related income. In times of economic crisis, the government SHOULD BE a TEMPORARY employer of last resort for people unemployed for 6 months or longer. The maximum term for a worker in this system would be 5 yrs. This will rescue people in crisis, provide employment/experience, restore cash flow in our economy. In good times, youth could start here, (i.e.Americorps)
