Create a civilian volunteer corps through which Americans can volunteer to address the needs of their country.

There are numerous government agencies that have insufficient time and manpower to address the tasks that they are required to accomplish. One example is the backlog of claims being processed by the Department of Veterans Affairs.

On the other hand, there are numerous patriotic Americans who would be willing to volunteer some of their time to address those needs.

The government should establish a civilian volunteer corps, similar to the military reserves, to match those volunteers with those governmental needs.
