Create a Climate Disaster Fund through fees charged emitters of greenhouse gasses.

Ascertain the amount of damage climate instability may have caused or significantly contributed to over the past three years. Monetize the damage along with reasonable costs in mitigating against suspected damage. Take that amount and divide by three to produce an annual amount on a three-year running average. Tally a reasonable total amount of greenhouse gasses emitted per year. Identify all such emitters above a nominal amount. Have those emitters finance a Climate Disaster Fund according to the calculated three-year running annual costs and their share of annual emissions. Use the proceeds of the Fund to offset costs associated with agricultural, infrastructure, dwelling and building losses including reasonable efforts to mitigate against future damage.
