Create a commission to investigate the causes of violence in American society and recommend Congressional legislation.

Instead of beginning with gun violence, this petition begins with the roots of the behavior that causes American violence. We need to understand the roots of violent behavior in America and recommend legislation to Congress. Concentrating on gun control alone (while useful in other social contexts) will not stop violent behavior. It merely adds a level of emotion to the question.
