Create a committee which meticulously tracks and rates the effectiveness of all government spending.

Government spending and the budget could very well benefit from the implementation of a "spending committee." This committee would track all government dollars spent and find ways of quantitatively assessing the effectiveness of this spending. The committee's findings and results should be published to the public via the internet. This will allow both the government and the public to be more cognizant of the dollars they are spending (much in the way that businesses, households, or sports teams do), which should in turn lead to spending more on effective programs and less on programs that are ineffective.
