create a compeittion for Americans to balance the budget themselves and then have their congress man present it

This pettition is designed to push the government to creating a challange so that Americans can attempt to resolve the budget crisis we are facing. The challenge would use avaliable budget information from the CBO. The winner of the compition would have their legislation presented in congress by a congressman from their state, and have their name under proposing the bill. The goal is to get ordinary Americans who may have wonderful idea about resolving our debt and budget issues to present proposals that congress would consider to resolve these issues.
