Mr. President, I believe that we are at a stage in American history where we need to have a Comprehensive Drug Reform policy for the nation. In Federal and State prison populations across America, millions of Inmates have a substance abuse problem related to their criminal behavior. All in all, we are failing to identify these abusers of drugs and properly treat them before sending them off to prison, because of this we miss opportunities to save a person from life in the criminal system. America’s failed drug war policies have lead to government negligence and malfeasance. The growing prison population cannot be maintained at this rate.
