We as a people should recognize the need for better gun control without sacrificing a law abiding persons ability to purchase and use firearms. The process should begin as follows;

1) Create a comprehensive psychological evaluation to be administered to any persons applying for a firearms permit

2) Create a federally mandated firearms education course and require it to be completed after the evaluation and before the permit is issued.

3) Require the permit holder to retest every 2-3 years to renew their permit

3) When purchasing any firearm, require this permit, a NCIC check, a JNET check, and an ATF check.

Also make it a federal mandate to record purchases, sales, transfers, and thefts of ALL firearms.
