Any person that can prove they have been a law abiding individual with no crimes higher then a misdemeanor can receive a purple card.
the purple card is a probationary residential status that is depends upon:
1: Pay a $3000 fine for each year of living illegally in the United States, for a maximum of $15,000, minimum of $6,000 to be paid, within a ten year period.
2. Pass extensive background check.
3. Agree that residency can be revoked if they assist any illegal person into the country or commit a felony crime.
4.Congress will utilize 25% of the funds to setup a new immigrant program, 25% for block grants to immigrants for education and possible relocation within the U.S., and the remaining 50% will go to the deficient. with 10 mil. immigrants, this is 600 billion dollars min.
