Create a comprehensive plan and training program qualifying faculty of public schools to carry firearms.

Schools are being targeted by armed assailants, they are not selecting schools to make a specific statement. The location of the assault is selected on the basis of victim concentration and vulnerability. Reducing the vulnerability of schools and adding the potential for an armed response (from trained faculty) would deter such potential perpetrators. We need a comprehensive plan that details proper response in the event of an armed assailant, specific to institutions or public buildings where there are high concentrations of unarmed civilians. Furthermore the plan should contain recommendations to qualify eligible faculty to carry a concealed firearm on premises as well as create training programs designed to qualify faculty or staff in critical thinking in an emergency situation.
