Create the Congressional Budget Accountability act. Requiring congress to pass a full budget or no pay.

The lack of a full and functional government budget is damaging the economy and prevents business from planning for the future appropriately. Congress has proven that they can no longer be trusted to fulfill their oath of office.

A law to be enacted that requires congress to pass a full years budget with a framework budget for year 2 no later than September 1. If no budget is passed by September 1, congressional compensation and benefits shall be terminated without hope for retroactive pay until such a time as they do pass a budget. A C.R. measure shall not be considered a eligible budget.

If no budget is in place on September 1 the previous years budget automatically continues and needed debit limit increases automatically happen until congress puts a new budget in place.
