Create a Congressional Ethics Bill that punishes Congress members for NOT reading the bill and restores it's integrity.

This country needs a cohesive bipartisan Congressional Ethics Bill (CEB) governing House & Senate members.
1. No more "This for the public and that for us elected folks" like they did with Obamacare.
2. No more bogus and unrelated provisions hidden in children's or veteran's bills - or any bills for that matter.
3. No more pork. Call the bills what they really are and vote accordingly.
4. Balance the budget.
5. Fines and/or jail time for incompetence and corruption. House and Senate members must read the bills before they vote on them.
