Require a majority vote of the citizens of the United States, based upon a one (1) vote per citizen basis
of voting. A vote of less than fifty (50) percent of the number of citizens shall be a "No" vote for the Bill in question.
"Yes" votes equalling fifty (50) percent or more of the number of citizens of the Unites States shall constitute
passage of the Bill in question.
