A Constitutional Amendment constricting the Second Amendment to the Constitution of the United States of America, otherwise known as "the Right to Bear Arms":

Resolved, the right to possess and/or operate semi-automatic assault rifles shall be restricted only to those entities formally designed to offer security to the people of the United States of America that are legally entitled to possess and operate them--namely the duly constituted law enforcement agencies of municipalities, the duly constituted National Guards of each of the United States, and the duly delegated branches of the Armed Services of the United States.
