The Hastert Rule makes congress incapable of governing. It needs to be outlawed. Legislation should be passed by a majority of congress, regardless of party affiliation. The Speaker of the House needs to bring legislation up for a vote, even if a majority members of his own party aren't in support. This discourages compromise.
