Create a constitutional amendment, specifying marriage as a national issue, not a state one.

Currently, the Constitution grants jurisdiction over marriage to the states. Moving this jurisdiction to the national level would allow all states to have exactly the same marriage equality laws as, say, New York, Washington, and Massachusetts.
