Create a constitutional amendment stating that money and speech are not the same, and set a universal contribution limit

We the people request you help make elections fair and reduce the influence of wealthy entities on the voice of the average citizen. I beg you to work to introduce the following amendment to the Constitution:

28th Amendment: "Money is not equivalent to speech. The maximum amount any citizen, corporation, or political interest group may contribute to any federal election campaign in one year is limited to the amount of annual individual income set as the poverty threshold by the US Census Bureau."

Currently the individual poverty line is $11,282. The Census Bureau changes this every year, so it would be a fair scale that would change over time.
