Create a Constutional amendment establishing restrictive gun ownership.

this would establish an amendment demanding any prospective gun owner to go through a two week gun course to obtain a yearly gun license which would include taking a written, oral, and shooting/handling tests, and going through a THROUGH criminal back ground check, and an in depth psychological evaluation at the owners expense. and would also establish laws stating what kind and how many guns and ammo a person is able to own (banning assault weapons and semi automatic weapons) with ALL firearms being full registered and documented including documenting the kind and amount of ammunition that is sold. It would also establish a nationwide ballistic data base.
