Create consumer loan guarantee's for the purchase of solar panels and electric cars manufactured in America for economy

To create energy independence and stimulate the economy the most cost effective method is "consumer" loan guarantees. This would allow low interest loans to millions of American homes for solar panels and electric vehicles (preferably with a requirement of being manufactured in USA, solar panels are manufactured here at competitive prices). This would create millions of jobs in the field of banking, manufacturing, installation, sales, R/D, etc. It would decrease pollution, increase exports (once we manufacture more goods than our own country can consume, as many foreign nations prefer goods made in America), decrease the outflow of money overseas to pay for foreign oil. Due to the creation of jobs, guarantees would have low default and be made up in tax revenue from increased production.
