Create a Consumer Policing Protection Bureau (CPPB) within the Justice Department to investigate all deaths by police.

We need a special investigative bureau possibly organized in state or regional teams, under the Justice Department, that will automatically investigate every single death at the hands of police, before, during, or after an arrest or while in custody at any level of incarceration.

This bureau should be organized to protect the civil rights, human rights, and freedom of citizens to go about their daily lives without being targeted unjustly by police whether because of race or any reason.

The bureau should operate like the NTSB, mobilizing immediately whenever a death by police occurs, before local investigators would have a chance to manipulate evidence.

Investigators must have no association, past or present, with the policing agencies being investigated
