Fort Benning includes some 20,000 acres in Alabama, most of which is rarely utilized in the course of military training. The base is centrally located in the Southeastern US, being halfway between most major cities.
Use of a portion of this land for disaster preparation, including backup data services for state and local governments, federal agencies, and NGOs, preplacement of relief vehicles, and relief supplies, mass water decon equipment, relief trains, and personell from local state and federal relief and rescue agencies, along with basic barracks style houseing that can be used by military would save $+lives
